Hello there,

I’m Sara Hall.

I lead digital strategy and product development to make public services more accessible, effective, and people-centered.

Currently, I’m the Senior Product Manager for PA.gov, the Commonwealth of Pennsylvania’s website. I work closely with a dedicated team and more than 60 state agencies to deliver a modern, service-first web experience that helps Pennsylvanians find what they need without frustration. Alongside day-to-day improvements, we’re focusing on strengthening the internal systems and skills needed to support and grow the platform for the future.

Before this, I led digital services for the City of Philadelphia, where I founded the city’s Digital Services and User Experience (UX) teams. Together with cross-functional teams of designers, content strategists, and technologists, we delivered accessible, high-quality digital experiences for millions of residents.

Outside of government, I teach user experience design and research at Temple University and speak at conferences about user experience, public sector technology, and building product teams that center real people. My approach is always rooted in collaboration, clarity, and a deep respect for the people we’re designing for.

I care deeply about equity in tech and design and actively support efforts to create more inclusive spaces, especially for women and people of color. My background in architecture and industrial design still shapes how I think about systems, structure, and human needs.

When I’m not working, I usually spend time with friends and family, play board games with my partner, or listen to my cat Patricia remind me it’s mealtime. I live in South Philadelphia and love neighborhood strolls, great meals, and a good DIY challenge.
